2. GUIDELINES ON THE IMPLEMENTATION OF SOLAS VI REGULATION 2 AMENDMENT:  VERIFICATION OF THE GROSS MASS OF PACKED CONTAINERS

This marine notice provides guidance for the implementation of SOLAS Chapter VI Regulation 2 regarding the verification of the gross mass of packed containers. The SOLAS requirements regarding the verification of the gross mass of packed containers carrying cargo (SOLAS regulation VI/2) entered into force in July 2016. Main amendments to this Marine Notice are:

1. Verified Gross Mass of the Container and Bills of Lading.

2. Method 1, additional option included.

3. SAMSA Recognition of Sub Contractors used to pack and weigh containers.

This marine notice advises the maritime industry of the appointment of third parties to act on behalf of SAMSA to approve shippers using Method 2, (MSC.1/Circ.1475), to verify the gross mass of a packed and sealed container

3. PORTS SENIOR MANAGEMENT TRAINING SCHOLARSHIPS

The most crucial factor in effective operations of port and transport services is human proficiency. Senior managers in the shipping industry require training to meet professional challenges. As a respected and secure provider of port and transport services at the trade crossroads of Africa, Asia and Europe, Israel is an ideal training venue.

Our associate member, the Galilee International Management Institute is pleased to offer scholarships for the Ports Senior Management Training Programme. The programme is appropriate for senior officers of port authorities, port stakeholders (including municipal stakeholders), provincial and federal government officials, shipping company agents, importers and exporters, maritime lawyers and regulators, maritime safety, security and environment professionals, dockyard personnel, shipyard managers and high ranking officers.

There are a limited number of tuition scholarships available for eligible participants. Each scholarship covers the tuition fee of the programme. Kindly note that it does not cover the local expense fee nor airfare.

As we celebrate Women's Month, we are pleased to inform you that the International Maritime Organisation has awarded Galilee International Management Institute a Scholarship to cover the sponsorship of a female candidate to attend the Port Senior Management Programme 9 – 22 November. This is a full scholarship, which covers flights, accommodation, tuition and pocket money. Interested parties are urgently requested to submit an application and their C.V.'s by the 20th August 2016.

4. UGU MARITIME STRATEGY

The Council was identified as an important stakeholder to give inputs into the development of the Ugu Maritime Strategy. We are proud to share the updated Literature Review Report as written and received from the Lindon Corporation.

KwaZulu-Natal (KZN) plays a leading role in the maritime economy of South Africa on account of its two international sea ports in Durban and Richards Bay and its airfreight port, Dube Trade Port. The province also has a coastline of approximately 605km, making it a significant player in the Phakisa Programme, South Africa’s flagship ocean economy strategy. However, KZN has a number of challenges hindering its maritime industry. This ranges from lack of institutional co-ordination, to social factors as well as poor access to funding. It is for these reasons that the KZN Department of Economic Development and Tourism (EDTEA) developed the KZN Integrated Maritime Strategy, which is seen as the catalyst for increasing the competitiveness and growth of the provincial maritime industry.

The Ugu District Municipality is KZN’s 5th largest District (out of 11) in terms of gross domestic product (GDP) contribution [R11.9bn, 2013]. While the current maritime industry is mostly characterised by beach tourism establishments, small-scale fishing and some processing, the potential exists for Ugu to play a more significant role in KZN’s ocean economy on account of its 112 km of coastline, representing over 18% of KZN’s coast, and its mild temperate climate all year round. Are you GHS compliant - What does it mean to YOU and YOUR Business?? The GHS is Global and Local best practice AND a Legal requirement.

Exporters take note that the GHS became mandatory from 1 June 2015 in Europe + many other Countries around the world, ALL SDS & labels must comply – are your SDS and Labels Compliant?

The GHS is also coming fast locally – It falls under a number of different Regulations - the Dept. of Environmental Affairs, Waste Classification Regulations, came into effect in January 2015, requiring GHS classification of waste, with GHS compliant Safety Data Sheets! It is being incorporated into the Dept. Labour OHS Act Hazardous Chemical Substances Regulations, the Dept. Health, Hazardous Substances Act for Group 1 and 2 chemicals, as well as Dept. Agriculture for SDS and Labels.

The 1-day Introduction Course will demystify the confusion surrounding implementation of the GHS both in South Africa and Internationally. It is facilitated by Liz Anderson, who represents RPMASA on the UN Committee of Experts for the Transport of dangerous goods and the GHS.

It is recommended to give a solid understanding to representatives from Industry and Government, particularly Management, Supervisors from Operations – factory and logistics who have OHS Act responsibilities for their people, Technical, SHEQ, RISK, Marketing, HR & Communications.

• What impact does it have on transport placards & labeling and How does it differ from transport classification?

• How do I start GHS classification?

The 2-day Advanced course is the next step for Technical, SHEQ and RISK Management Professionals who are responsible to classify their products, create Safety Data Sheets, and GHS compliant labels. It is also useful for Research and Marketing personnel who are involved in formulating products.

Liz Anderson has many years’ industry experience in, chemical, food, beverage, agriculture, pharmaceutical, plastics, packaging and supply chain. She consults on environmental & chemical management including Risk & Impact Assessments, Authorizations, Audits, Training & the GHS

Liz leads the RPMASA, which she represents at the UN Committee of Experts for Transport of Dangerous Goods and the GHS, and works closely with National Departments of Environment, Labour, Transport, Health and Agriculture for new legislation and regulations.

Liz has presented at various National & International Conferences - and presented Training on various Chemicals topics related to the GHS.

Anne Bindoff - Has many years’ experience in the pollution and waste management area in industry: research work as well as in the regulatory field. Anne specializes in waste management specifically and the legal requirements for waste acceptances. She has several years’ experience in integrated audits, chemical management, GHS systems and assessment of GHS documents for legal compliance.
