1. LETTER TO TRADE – CUSTOMS LEGISLATION UPDATE
SARS would like to update industry on progress regarding the two new Customs Acts published in the Government Gazette in July 2014.
In a previous letter dated 14 August 2015, it was stated that an amended version of the consolidated Rules would be published for comment before the end of 2015. The consolidated second draft of the Customs Control Rules was then published for public comment on 22 December 2015. Stakeholders were given until 1 April 2016 to comment. Read More

The new IMO SOLAS – Safety of Life at SEA Regulation comes into effect on 1 July globally, after which date unless the Verified Gross mass is stated by a SAMSA Accredited organisation together with the Accreditation number issued by SAMSA, containers will not be allowed through the ports, and could pose a serious problem for exporters.
NB - It is the shipper’s responsibility to ensure compliance, hence the essential for monitoring and enforcement on the roads, as this is the starting point to rail and sea transport.
VGM – Verified Gross Mass Regulation for shippers, comes into effect on 1 July this year. Are you ready and do you comply?

3. DOT ANNUAL PERFORMANCE PLAN
The Department of Transport has released the Annual Performance Plan for 2016/2017. The APP was developed by the management of the Department of Transport under the guidance of the Minister of Transport. It takes into account all relevant policies, legislations and other mandates for which the Department of Transport is responsible, and reflects strategic outcome-oriented goals and objectives which the Department of Transport will endeavour to achieve over the 2015 – 2020 medium term.
